The 2015 China (Hunan) Non-public Economic Development Forum and Hunan Tour for Leaders of Overseas Chinese Communities and Overseas Chinese Entrepreneurs were held in Changsha City on September 6.

Private enterprises shall enhance reforms

The forum is the highlight of Hunan's endeavor to attract investments this year. According to Chen Changzhi, vice chairman of China's National People's Congress (NPC) Standing Committee and president of China National Democratic Construction Association, the development of private enterprises is still facing prominent problems such as excessive productivity, financing difficulties, rising costs and difficulties in policy implementation. Chen suggested the government streamline administration and delegate more power to lower-level governments, cut taxes, and encourage social capital to participate in the mixed development. At the same time, private enterprises shall enhance internal reforms.

Chen hopes leaders of overseas Chinese communities and overseas businessmen can make use of their unique advantages in funds, technology and intelligence to invest in their motherland, to take part in the upgrading of local industries, and to introduce overseas talents to contribute to building of an innovation-oriented country.

Upgrading non-public economy in Hunan

"Non-public economy is the mainstream of Hunan's market economy. It is also an impetus for reform and opening-up and the main channel to increase employment," said Xu Shousheng, secretary of the CPC Hunan Provincial Committee. Both the CPC Hunan Provincial Committee and Hunan Provincial Government have laid much emphasis on developing non-public economy.

Hunan is now in a new round of development thanks to the "One Belt One Road" initiatives and the development of the Yangtze River Economic Zone and urban agglomeration in the middle reaches of the Yangtze River. Strategic investors at home and abroad enjoy an increasing number of opportunities for business cooperation.

Hunan will implement the Party's policies and deployment on developing non-public economy, and unswervingly encourage, support and lead the development of non-public economy. Efforts will be exerted to expand economic scale, improve quality and enhance efficiency. The upgrading of Hunan's non-public economy will be realized through deepening reform and innovation, promoting self-improvement and optimizing development environment.

Thirty projects worth 23.74 billion yuan were signed after the opening ceremony, covering a wide range of areas like modern services, agricultural industrialization and infrastructure. More projects will be signed during the forum.
